Phase 2 — Make it official

Before signing a lease or purchasing property, verify your intended use is permitted under Mathews County zoning ordinances at the Planning and Zoning Office. Different zones allow different uses — commercial, agricultural, industrial, waterfront, and residential each have distinct rules. Home-based businesses have specific regulations governing signage, on-site employees, and customer visits.

Mathews County Planning & Zoning Office

If you're forming an LLC or corporation, you must register with the Virginia State Corporation Commission (SCC) — this is the step that legally creates your business entity. Done entirely online. Filing fees start at $100 for an LLC. If you're a sole proprietor operating under a trade name, you'll also file a Certificate of Assumed Name with the SCC.

An EIN (Employer Identification Number) is your business's federal tax ID — free from the IRS, takes about 10 minutes online. Required if you have employees, operate as a multi-member LLC, or want to open a business bank account (which you should do regardless). As of July 2024, all new businesses must also register with Virginia Tax online.

Mathews County requires a Business, Professional, and Occupational License (BPOL) from the Commissioner of Revenue's Office. The license renews every year — set these deadlines now so you're not caught off guard.

Building & Renovation
Structural changes, electrical, plumbing, or HVAC work require a permit from the Building Officials Office — before work begins.
Food Service
Any business preparing or serving food needs a health permit from the Virginia Department of Health, including a pre-opening inspection.
Marine & Waterfront
Operations affecting tidal waters may require permits from the Virginia Marine Resources Commission (VMRC) and/or Army Corps of Engineers.
Home-Based Business
Mathews zoning rules govern signage, on-site employees, customer visits, and storage at residential addresses. Check with Zoning before setting up.

Phase 3 — Grow it

Once legally established, real funding becomes available. Mathews has its own EDA loan and grant programs, and because it's USDA rural-designated, a range of federal programs apply that aren't available in urban counties.
